Nonimmigrant Visa Application
If you intend to apply for a nonimmigrant visa to the United States, we

WHO ARE ELIGIBLE FOR VISA-FREE TRAVEL
You are eligible for the Visa Waiver Program (VWP) and do not have to apply
for a United States Visa if you are a citizen of any of the following countries,
meet the additional VWP requirements, and are staying for less than 90
days on your pleasure or business trip to the United States:
     Andorra Singapore, Great Britain Denmark, the Netherlands Liechtenstein
     Australia Slovenia, Ireland Germany, Norway Luxembourg, Austria Sweden
     Iceland Finland, Portugal Monaco, Belgium Switzerland, Italy France
     San Marino New Zealand. Brunei Spain, Japan

WHO MUST APPLY FOR A VISA
If you are not a citizen of any of the countries mentioned above and do not
meet the VWP additional requirements, you must apply for a visa.
ALL nonimmigrant visa applicants (first time applicants, previous visa
holders, applicants who have an expired visa, and applicants who have lost
their visa) must comply with the application procedures provided below in
order to travel to the United States.
Please note that an approved petition (Notice of Action, I-797 Form) is not
a visa. It may not be used in place of a visa. The approval of a petition does
not relieve the nonimmigrant visa applicant of the burden of establishing
visa eligibility. Temporary workers (H, L, O, P, and Q) must still apply for a visa.
WHERE TO APPLY FOR A VISA
Applicants are advised that they will have the best chance of qualifying for
a visa if they apply in the country where they normally reside. In the
Philippines, all U.S. nonimmigrant visa applicants are interviewed at the
U.S. Embassy in Manila.

WHEN TO APPLY FOR A VISA
To avoid delay in travel, apply for the visa at least 3 months in advance and
before making final travel arrangements. No assurances regarding the
issuance of visas can be given in advance. Therefore, final travel plans or
the purchase of airline tickets should not be made until a visa has been issued.
The Nonimmigrant Visa Unit makes every effort to process applications
quickly. We will not approve or process improperly prepared documents for
applicants, and we will not be responsible for delays or missed connections.

HOW TO KNOW IF ONE IS QUALIFIED FOR A VISA
Only an adjudicating consular officer at the time of the interview can
determine whether an applicant is eligible for a nonimmigrant visa. The U.S.
Embassy in Manila does not pre-qualify an application.
Evaluation will be made in accordance with Section 214(b) of the United
States Immigration and Nationality Act. This section of the law states, in
part, that every applicant for a nonimmigrant visa “...shall be presumed to be
an immigrant until (s)he establishes to the satisfaction of the consular
officer, at the time of application for a visa, ...that (s)he is entitled to
nonimmigrant status...” This presumption of immigrant intent may often be
overcome if the applicant demonstrates sufficiently strong familial, social,
professional, or economic ties to the Philippines that would compel her
return after a temporary stay in the United States. For complete information

HOW TO APPLY FOR A VISA
Those who are willing to apply/reapply for a nonimmigrant visa must adhere
to the procedures below. Please note that there is no automatic re-issuance
of a visa. Non-compliance with the requirements mentioned below will
result in the non-processing of the visa application.

STEP 1:  VISA PROCESSING FEE PAYMENT
All nonimmigrant visa applicants, except diplomatic (A), official (G), personal
employees of A and G visa holders (A-3 and G-5), certain U.S. Government
sponsored exchange visitors (J), and certain NAFTA treaty nationals (TN)
and treaty dependents (TD), must pay the machine-readable visa application
fee equal to $100 U.S. dollars.
The application fee cannot be paid from outside of the Philippines, and
cannot be paid at the American Embassy. This fee can only be paid during
normal business hours (Mondays to Fridays: 9:00 a.m. to 3:00 p.m.) at any of
the designated branches of Citibank or Bank of the Philippine Islands listed
below. It must be paid in Philippine currency at the U.S. government
exchange rate prevailing on the day of payment. The bank will provide a
receipt and DS-157 Form where payment is machine-validated by checkrite
at the back of the form. Please ensure that the DS-157 Form reflects
your payment. The Nonimmigrant Visa Unit does not accept DS-157 Form
without machine validation.
Applicants whose DS-157 Form is not machine-validated with check-rite,
even if completely filled out, will NOT be allowed to enter the Embassy
premises. The applicant will then have to book another interview
appointment. Re-bookings do not require another application fee.
A fee applies to only one visa classification/application. If an applicant
wishes to apply for more than one visa simultaneously, corresponding
payment per visa class must be made.
Visa application fees are nonrefundable. No exceptions will be made to
this rule. The application fee is valid for use for one year after the date of
actual payment. The interview schedule must fall within the one-year validity.
The fee is transferable if the DS-157 Form has not been filled out. Should
change on the information on the DS-157 Form is required before the
interview, the applicant may modify the data.

STEP 2: DOCUMENTARY REQUIREMENTS PREPARATION
All basic documentary requirements must be ready BEFORE an
appointment can be made. Additional documents may be required, so
please read the information below carefully.
All documents must be originals. Photocopies will not be accepted, unless
specified. The applicant must submit these documents to the interviewing
consular officer during the interview. The Nonimmigrant Visa Unit does
not accept documents BEFORE the interview. Any documents received
will not be returned and will be destroyed.
     • Basic requirements for each applicant, regardless of age:
       a) Passport
           Signed passports must be valid for at least six months from
           the date of intended departure from the United States. The
           passport must be in good condition, i.e., photo lamination is
           undamaged, and all passport pages are intact. Applicants must
           also present all previously issued passports or notarized
           affidavits of loss <http://philippines.usembassy.gov/

       b) Visa Application Form DS-156
           Only DS-156 Form completed online are accepted by the
           Embassy. DS-156 Form printed from the Internet and then
           filled out by hand or typed on a typewriter will not be accepted.
           Please complete Form DS-156 at http://evisaforms.state.gov/.
           All questions must be filled out with a high level of accuracy;
       errors and incomplete information may result in a visa
       processing delay. Once completed online, please print the
       form. Only use laser jet or inkjet printers and good quality copy
       paper when printing the form. The printout will be three pages
       in length and include the two-dimensional barcode page.
       Make sure that the barcode is printed clearly and completely,
       with no lines broken or torn.

Please recheck the completed form to ensure its accuracy. If you must
make changes, please fill out another one. There is no limit as to how many
times one can complete this form. The online DS-156 Form does not
transmit any information to the U.S. Department of State. The printed barcode
contains all of the application information. The information can only be
stored in the visa database upon submission of the DS-156 Form to the
U.S. Embassy at the time of the interview.

Please be guided of the following additional instructions on completing
DS-156 Form:
Items 1, 3-5 must contain the applicant’s passport number, issuing country,
and issuance and expiration dates, as shown exactly in the applicant’s
passport. (For applicants whose passports were issued in Manila, please
leave “Country” and “State/Province” fields blank in Item 2.)
Item 6 must contain the surname(s) of the applicant as written on the
applicant’s passport.
Item 7 must contain the first name(s) AND middle name of the applicant as
written on the applicant’s passport.
Items 8-9 are only for other names or aliases of the applicant (such as
female applicant’s complete maiden name).
Item 15 should include the address of the applicant’s permanent local
address.
Item 16 should include the country + area code of the applicant’s contact
numbers.
Female applicants with legally terminated or annulled marriage must tick
Single (Never Married) on Item 17. However, they must explain to the
interviewing officer the history of their previous marriage.
Item 20 should include the name of the applicant’s current company/
institution, and not the name of the applicant’s supervisor, unless the
applicant is self-employed or works as a personal employee. For business
owners, please specify registered business name.
Items 24-25 require the complete information where the applicant will
stay in the United States.
Items 30-31 must contain information about each U.S. visa issued and
each visa refused, including tourist and other types of visas.
Item 37 must contain the status of the applicant’s relative(s) in the
United
States
, i.e. legal permanent resident or American citizen.
Item 38 must be completed personally by the applicant.
Anyone who helps an applicant to complete a visa application must also
sign the application and include his/her name, address and relationship to
the applicant in Item 40.
Item 41 must bear the applicant’s signature and the date the applicant
signed the form.
     c) Visa Processing Fee Receipt and Machine-Validated
         Supplemental Visa Application Form DS-157

The receipt and DS-157 Form are issued by the bank where fees are paid.
Applicants must ensure that the back of the DS-157 Form is machinevalidated
with check-rite. The U.S. Embassy does not validate DS-157
Forms.
Applicants whose DS-157 Form is not machine-validated with check-rite,
even if completely filled out, will NOT be allowed to enter the Embassy
premises. The applicant will then have to book another interview
appointment. Re-bookings do not require another application fee.
All questions must be filled out with a high level of accuracy. Errors and
incomplete information may result in a visa processing delay.
For nonpaying applicants [diplomatic (A), official (G), certain U.S. Government
sponsored exchange visitor (J), and treaty dependents (TD)], please
complete the DS-157 Form at http://www.state.gov/documents/
organization/79964.pdf.

Please be guided of the following additional instructions on completing DS-157 Form:
Item 7 must indicate applicant’s mother’s maiden.
Item 8 must indicate the complete information (name and telephone
number) where the applicant will stay in the United States.
Item 10 must indicate all countries, including the Philippines, that issued a
passport to the applicant.
Item 13 must bear the names of all associations or organizations which the
applicant has/had an affiliation.
      d) Photo
One 2” x 2” standard, full-frontal face position color photo against a white
background taken within the last six (6) months is required. The photo
must be glued or stapled to the application form where specified. Note:
The US Embassy Manila also requires that both ears be showing in the

      e) Proof of extension of stay/change of status
Please bring copies of U.S. Citizenship and Immigration Services (USCIS)
approvals of extension of stay or change of status, if applicable.
      • Additional requirements for each applicant, depending on the

            a) Proof of relationship if applying with/for dependent(s)
                  • Original marriage certificate printed on the Philippine
National Statistics Office security paper, if applicable (if
applying with a spouse and/or child)

                  • Original signed, notarized affidavit signifying consent to
travel from the non-accompanying parent(s) and
photocopy of parent’s/s’ biographical and signature

STEP 3: SCHEDULING AN INTERVIEW
Who Must Book An Appointment
All applicants, except A-1, A-2, G-1, G-2, G-3, G-4, and C-3 visa applicants,
must book an interview. When scheduling for an appointment, the applicant
or the applicant’s representative must have both basic and additional
documentary requirements handy.
Students (F and M), exchange visitors (J), temporary workers (H, L, O, P, and
Q), and their qualified dependents DO NOT NEED to have their I-20 Form (F
or M visas), their DS-1219 Form (J visa), or their approval notice I-797 (H, L,
O, P, or Q visas) in order to make an appointment. Rather, they should make
their appointment based on the expected travel date in order to ensure
the availability of an open time. They will not be issued a visa without the
I-20 Form/DS-1219 Form/approved petition, but they can be interviewed
BEFORE the certificate of eligibility/approved petition is issued. (As soon
as the original certificate of eligibility/approved petition is received, the
applicants will need to book another interview appointment to continue
their pending applications.)
Applicants are requested to come to the Embassy an hour earlier than their
appointment time in order for the Embassy to process their applications.
Applicants who appear an hour or more after their scheduled appointment
time will NOT be granted access to the Consular Section (absent dire
circumstances). Those applicants will then be required to book a new

How To Schedule An Appointment
Applicants may schedule an appointment online through VisaPoint™ <http:/
/philippines.usembassy.gov/wwwhvpnt.html> or through the Embassy’s
Call

a confirmation number.
Unless an applicant or his/her representative uses the VisaPoint™ system
or contacts the Call Center to provide all the required information, an
application cannot be processed. All information obtained from the
applicant will be entered into the database for processing when the
applicant appears for an interview. An applicant’s name with a confirmed
interview appointment will appear on the Embassy gate list for access
purposes. An applicant whose name does not appear on the access list
will not be allowed to enter the premises. In general, companions of
applicants are not allowed to enter the Embassy compound.
     1. Schedule An Appointment Online
The American Embassy in Manila launched the VisaPoint™ system – the
new way for applicants to schedule visa interview appointments online.
This system allows one to schedule an appointment at any time of the
day or night and see all available dates and times on the computer screen.

     2. Schedule An Appointment Through The Call Center
These telephone appointment systems are available Monday through Friday
from 8:00 a.m. to 6:00 p.m., Philippine time, except on U.S. and Philippine

Calls made to this number cost 53 Philippine Pesos per minute, plus
applicable provincial charges. This number is only for subscribers of the
Philippine Long Distance Telephone Company and Smart telephone

When calling this number, please have a credit card (either Visa or
MasterCard). The expiration date and security code are required. Please
have the postal code of the billing address of the credit card ready.
The card will be charged $18 per transaction. After the card is approved, a
nonrefundable personal identification number (PIN) will be given. The PIN
may be used to call this number back just one more time, which will allow
the caller to speak to an operator at no charge.

Individuals
An individual may schedule an appointment either through the Call Center
or VisaPoint™ <http://philippines.usembassy.gov/wwwhvpnt.html>.
Families (Five Or Less Members Per Family)
A family may schedule an appointment either through the Call Center or
VisaPoint™ <http://philippines.usembassy.gov/wwwhvpnt.html>.
A family with a maximum of five members, who will apply for the same visa
classification and purpose (principal applicants and their dependents are
considered applying for the same visa class and purpose), shall be provided
a single confirmation number. If one of the family members will apply for a
different visa classification and purpose, s/he must contact the Call Center
or use the VisaPoint™ <http://philippines.usembassy.gov/wwwhvpnt.html>
to obtain his/her own confirmation number. If a family of more than five
members will schedule an interview appointment through the VisaPoint™
<http://philippines.usembassy.gov/wwwhvpnt.html>, additional PIN must
be purchased.
Extended family members such as grandparents, parents of a married son/
daughter, grandchildren, nieces/nephews, etc., even if they live in the same
house, do not qualify as family members.
Groups (Minimum of Five) Traveling For Temporary Visit Purposes
Five or more applicants, other than those who will qualify as a family, who
will apply for the same visa classification and for the same purpose, are
encouraged to apply together as a group. The group must book an
appointment through the Embassy’s Call Center. (The VisaPoint™ online
system does not support this function.) Each group will be provided a
single confirmation number. (Note: Priority Interview Program (PIP)
participants and those under blanket petitions do not qualify under this
category.)
Priority Interview Program Participants
Priority Interview Program (PIP) <http://philippines.usembassy.gov/
wwwhni26.html> participants now have two options to schedule interview
appointments – through the Call Center and VisaPoint™ <http://
philippines.usembassy.gov/wwwhvpnt.html>.
     • Call Center – To obtain a PIP visa appointment, have an
        authorized signatory call the Call Center number (1-909-
        101-7878), give the company’s PIP Reference Number,
        and ask for a PIP appointment. The caller will be given
        the earliest available PIP appointment date.
     • VisaPoint™ – While VisaPoint™ is available to the general
        public, PIP participants who use this system will have
        access to PIP special appointment slots reserved for
        PIP members.

How To Request An Earlier Appointment
All applicants must comply with Steps 1 to 3. If the appointment is still too

WHO MUST APPEAR FOR AN INTERVIEW
The drop box privilege for nonimmigrant visa applicants has been
discontinued. ALL applicants, regardless of age (excluding those applying
for A-1, A-2, G-1, G-2, G-3, G-4, and C-3 visas), are required to appear at the
Embassy for an interview.
Minor (unmarried 20 years old and below) nonimmigrant visa applicants are
required to appear with at least one parent for the interview. If the minor is
an orphan or if both parents are outside of the Philippines, then the legal
guardian must be present during the interview.
An applicant’s name with a confirmed interview appointment will appear
on the Embassy gate list for access purposes. An applicant whose name
does not appear on the access list will not be allowed to enter the premises.
In general, companions of applicants are not allowed to enter the Embassy
compound.
Applicants who require interpreters must inform the interviewing officer
on the day of their interview. The Embassy will provide an interpreter. There
is no need to bring a relative or a friend to act as an interpreter.

WHY MUST APPLICANTS APPEAR FOR AN INTERVIEW
All nonimmigrant visa applicants between the ages of 14 and 79 will
undergo finger scanning at the time of the interview. The ten index fingers
of a visa applicant will be electronically scanned in an inkless process at
the beginning of the visa interview. The electronic data from the fingerprints
will be stored in a database.
This information will be available to the U.S. Department of Homeland
Security immigration officers at ports of entry in the United States as part
of the US-VISIT Program. The biometric identifier will be checked at the
port of entry in the United States to verify that the person presenting the
visa is the same person to whom the visa was issued.

Applicants are requested to come to the Embassy an hour earlier than their
appointment time in order for the Embassy to process their applications

WHAT HAPPENS DURING THE INTERVIEW
The Nonimmigrant Visa Section has slightly modified its interview
procedures. The check-in process at the entry gate will remain the same.
After check-in, applicants will proceed to the Pavilion where they will submit
their documents for data entry. Each applicant, or group, will receive a
number. When their numbers are called, applicants will proceed to the
appropriate window for finger scanning. Under the new procedures,

scanning.
Applicants will then maintain possession of all of their documents, including
the DS-156 application for a nonimmigrant visa, and their passports for
presentation to the interviewing officer.
Please note: Applicants should present only their DS-156 and passport
to the interviewing officer. If additional documents are required, the
officer will ask for them.
The new procedures should expedite the interview process. Embassy
personnel are available to provide assistance at each stage.

WHAT HAPPENS AFTER THE INTERVIEW
221(g) Temporary Suspension of Visa Application
If, at the conclusion of the nonimmigrant visa interview, one was given a
sheet of paper called a 221(g) letter by the consular officer requesting that
he/she returns to the Embassy for some reason (to bring additional
documents, to provide a new passport, for administrative processing, etc),
please read the letter carefully.
If one has been requested to return for any reason other than administrative
processing, he/she must set a new appointment by calling 1-909-101-
7878. Applicants should indicate to Call Center personnel that they are
scheduling a 221(g) appointment.
If the next available 221(g) appointment is too late for the trip, the applicant
must book the next available appointment anyway and obtain a booking
reference number. He/she may then request an earlier appointment <
http://philippines.usembassy.gov/wwwhni20.html>. If a seafarer <http://
philippines.usembassy.gov/wwwhniv8.html>, the recruitment agency may
choose to substitute the interview for that of another applicant.
Only those who were given the letter for administrative processing are
exempted from this new appointment requirement. If one’s application
was temporarily suspended pending administrative processing, we will
contact the applicant with a new interview date.
Please note that applicants who appear at the Consulate without an
appointment will not be allowed to enter. Therefore, please follow the
steps above and be sure to bring all required documents to the interview
to avoid any misunderstanding and inconvenience.
Visa Processing After the Interview
Upon the conclusion of the interview, the applicant will be advised whether
he or she qualifies for the visa. Assuming the applicants are otherwise
qualified, the Embassy can issue the appropriate visas within only a few
working days. The average visa processing time is four workdays, depending
on the volume of the visa issuances of the Nonimmigrant Visa Unit.

Visa Release After Processing

A purple slip will be provided. Visaed passports may be picked up on the
third day from the date of the application at Window 12 from 2:30 p.m. to
3:30 p.m., except on U.S. and Philippine holidays <http://
philippines.usembassy.gov/wwwhholi.html>, on Wednesdays, and every last
business day of the month.
     • Other Nonimmigrant Visa Classes
If at the end of the interview the decision of the consular officer is to issue
the applicant a nonimmigrant visa, s/he will be given a yellow slip. S/he
should take this slip to the courier service desk in the American Embassy
Pavilion, where s/he will need to arrange for delivery of the passport and visa.

Report Back
If a visa is issued, the interviewing consular officer may choose to give the
applicant a “Report Back” letter, requiring the applicant to register his/her
return to the Philippines with the Embassy on or before the date specified
on the letter. Failure to do so will affect one’s credibility the next time he/
she applies for a visa.
