To all visa applicants at the Consulate General of Japan at Manila, Consular
offices in Cebu and Davao.
Effective 30th of July, 2007, the Consulate-General of Japan at Manila, as
well as the Consular offices in Cebu and Davao respectively, will introduce
new procedures for visa applications. Your cooperation and understanding
is highly appreciated.
1. MODIFICATION
     • Effective 30th of July, 2007, visa applications at the Consulate-
        General of Japan at Manila must be made through agencies
        accredited by the Consulate-General. All applications through
        these accredited agencies will be accepted at the Consulate-
        General of Japan at Manila.
     • However, direct applications may be accepted at the Consulate-
        General at Manila, Consular Offices in Cebu and Davao for the
        following specific cases:
        1. Diplomatic or Official visas
        2. Visas for invitees by the Japanese government organization/
            institution, independent administrative agencies of Japan
            (such as JICA and JBIC etc.)
        3. Visas for scholarship awardees sponsored by the government
            of Japan
        4. Visas for commercial purpose of employees of joint venture
            company or a branch office of a Japanese enterprise listed in
            the Japanese Stocks Exchange or a member of the Japanese
            Chamber of Commerce and Industry in the Philippines.
        5. For cases requiring humanitarian consideration such as
            serious illness of relative in Japan
        6. (note) The existing registered agencies of the Consulate Office
            in Manila for entertainer visas and Nikkeijin applications will
            retain their accreditation. For Nikkeijin (Japanese descendants
            born before the end of World War II) who have a Certificate of
            Eligibility, the Consulate-General at Manila, Consular Offices
            in Cebu and Davao will continue to accept applications filed
            directly by these applicants.
2. APPLICATION PROCEDURE
     (1) Applications filed through accredited agencies
          Applications will be accepted from 8:40 to 9:40 a.m. weekdays
          except for Wednesdays. After accepting the application, a receipt
          stating the verification date will be issued to the accredited agencies.
          If the examination of an application is not completed by the
          verification date, the additional required documents or reasons for
          the delay in processing will be noted in the receipt. If you wish to
          know the status of your application, please inquire with the
          accredited agency.
     (2) Applications not filed through accredited agencies
          For cases indicated in 1 (1) to (4) above, the application procedures
          are as follows.
     • Consulate-General at Manila
       Applications will be accepted from 8:40 a.m. weekdays except
       for Wednesdays. Please obtain a numbered ticket for “Visa
       Application” from the ticket machine located at the gate of
       the embassy. The ticket machine will be available from 8:30 to 11:00 a.m.
       A receipt stating the verification date will be issued for
       accepted applications.
       (note: The verification date is not the date when your visa will be issued.)
     • Consular Offices in Cebu and Davao
       Applications are accepted weekdays from 8:40 a.m. to 12:30
       p.m. After an application is accepted, applicant will be
       contacted by telephone, etc. on when to report at the
       consular offices.
        For the case of 1 (5), applicants are advised to directly consult
       the Consulate-General or nearest consular office.

TOURIST / VISIT FRIENDS or DISTANT RELATIVES
    • Purpose of going to Japan is on package tour/ exhibition/ visit friends/
    distant relatives (cousins or further relatives)
    REQUIREMENTS
         All documents must be original unless otherwise stated.
         1. Philippine Passport (Broken lamination of the photo part is not
             accepted. Must have signature and at least two (2) blank pages.)
         2. Visa Application Form (Available at the Embassy Website or at the
             entrance of the Embassy)
         3. Photo (4.5cm x 4.5cm, white background). Must be pasted on the
             application form.
         4. Birth Certificate of Applicant
         5. Marriage Contract (if the applicant is married)
             4 & 5 Must be from NSO Main Office / Serbilis Outlet Center
             (Nationwide) issued within one (1) year (In case of non-record, you
             must submit certificate of non-record together with the one from Local
             Civil Registrar.
             EXEMPTION OF BIRTH CERTIFICATES AND MARRIAGE CONTRACT
             - If the applicant has his/her passport (old or valid) with a used Japanese Visa
         6. Daily Schedule in Japan
         7. (if visiting friend) Documents or photos etc. to prove relationship
         8. Invitation Letter from Guarantor (Must have handwritten signature),
             (not applicable if package tour)
         9. Residence certificate (9 is only applicable if guarantor is a Japanese)
         10. Foreign registration certificate from city hall and passport copy (all
             pages) (10. only applicable if Guarantor is not a Japanese)
         11. Bank Certificate or Bank Book Copy
         12. Income Tax Return (Form 2316) original and photocopy
             11 and 12 are only applicable if he/her has deposit in bank or
             income tax return. Exemption of No. 11 and 12 – If the applicant is
             eligible for Multiple Entry.
             If Guarantor in Japan will Shoulder any Part of Travel/Living Expenses
                 1-A. Guarantee Letter – Format available at the Embassy Website or at
                        the entrance of Embassy.
                 1-B. Income Certificate (from City Hall) or Bank Certificate. Must come
                        from City Hall in Japan. “Gensen-Choshu-Hyo” is not accepted.
             Note: It is applicant’s responsibility to ensure that he/she meet the
                       requirements for the grant of a visa. Submission of any supporting
                       documents not listed above is encouraged (e.g. applicant’s economic or
                       social ties with the Philippines, urgent reasons for visit: medical certificate,
                        wedding invitation).
             Submission of requirements does not guarantee issuance of visa.
             Validity of Documents is three (3) months from the date of issue (unless
             otherwise stated).
             Additional Documents
             If Birth Certificate from NSO is unreadable, or if there is no record in NSO,
             together with “Certificate of Non-Record” from NSO Headquarter, -BIRTH
             CERTIFICATE FROM LOCAL CIVIL REGISTRAR

             If Birth Certificate (NSO) is “Late Registration”
             • Baptismal Certificate
             • School Record (Form 137)
             School Year Book (if applicable)

    Please indicate complete address and land line (telephone, if applicable)
    of the church in the baptismal certificate, and of the school in school
    record. Other additional documents may be requested where necessary.

    FILING APPLICATION
    It is advisable to lodge application well ahead of desired date of departure,
    through accredited agencies, (Please see our website for the list of Agents,
    or get one from visa gate of the Embassy.) If applicants wish to file application
    directly to the Embassy, application is accepted according to the Ticket
    Number, which is issued at the Entrance of Embassy 8:40am to 9:40am on
    Weekdays Except for Wednesdays.

    Personal Representative
    Those who are 60 years old and above, 15 years old and below, can be
    represented by relatives. (Must have documents to prove the relationship.)
    Those who are 60 years or above, and belong to an organization, can
    be represented by a staff from the organization with authorization
    letter and company/organization ID of the representative.
    If applying by group, one applicant can be a representative to appear   on behalf of others

    Verification
    If application was filed through accredited agent, applicants need not to
    come to the Embassy unless so instructed. If it was filed directly to the
    Embassy, applicant (or one of the applicants of a group) is requested to
    come back to Embassy to verify the application on the “verification” day
    (indicated on the receipt) or later between 10:00am to 11:00am on any working day.
    Additional documents may be requested where necessary. Applicants
    are given three (3) months to submit additional requirements. Otherwise
    application will be terminated.
    Passport Release (Documents submitted for application will not be returned.)
    When Visa is granted: Visa fee is gratis for this category. (Philippine passport holder)
    When Visa is not granted: The reasons of denial will not be disclosed.
    Applicants may apply again after six (6) months with the same purpose,
    unless there are emergency / humanitarian reasons, or application for
    different purpose.

MULTIPLE-ENTRY
   ELIGIBLE APPLICANTS
   Please read carefully and bring the proof that you are eligible
   I. A company executive Or manager, or a company employee who has
      been working full-time for at least one ( 1 ) year in any of the following
      (including IT engineer) :
      1. A Public (Government) Enterprise
      2. A private enterprise which is listed on the stock exchange (either
          PSE or foreign Stock Exchange)
      3. A Private enterprise which is based in Japan, or has office in Japan,
          and also a member of Japanese Chamber Of Commerce And
          Industry In the Philippines
      4. A joint venture company, a subsidiary company or a branch office
          of a Japanese enterprise which is listed on the Japanese Stock Exchange
      5. A private enterprise with constant business transactions with a
          Japanese enterprise listed on the Japanese Stock Exchange
      6. Among the Top “1,000 Philippine corporations in terms of gross revenue”
   II. An artist (Fine Art, Literary Art, Music, Stage Play, Dance), or a specialist
        in the humanities (Literature, Law, Economics), or a scientist (Technology,
        Medicine etc), who is internationally well known or has relevant
        accomplishments
   III. An amateur sports player, nationally well known or has relevant
         accomplishments
   IV. A full-time professor, assistant professor or lecturer of a university or a college
   V. An executive or director of a national or public research institution or a museum
   VI. A Senator, Congressman, Governor / Vice-Governor of a Province, City
        Mayor, Bishop of the Roman Catholic Church, Medical Doctor, Lawyer
        or Certified Public Accountant
        (If a multiple entry visa is granted, it is valid for five (5) years for “I.” and
        one (1) year for “II” to “VI.” above.)

REQUIREMENTS
      All documents must be original unless otherwise stated.
      1. Philippine Passport (Broken lamination of the photo part is not
          accepted. Must have signature and at least two (2) blank pages.)
      2. Visa Application Form (Available at the Embassy Website or at the
          entrance of the Embassy)
      3. Photo (4.5 cm x 4.5cm, white background). Must be pasted on the
          application form.
      4. Employment Certificate (it must include Date of Recruitment and
          Present Position)
          Owner of a company should submit a copy of “Certificate of Business
          Name Registration” issued by Department of Trade and Industry or
          Philippine Securities and Exchange Commission
      5. Social Security Card Copy
      6. Any Supporting Documents which proves that the applicant /
          applicant’s company or institution is eligible to this category.
      7. (For Applicants Applicable “II” to “VI” above) An Explanation Letter with
          reasons for requesting Multiple-Entry Visa, or an Invitation Letter from
          a Japanese Counterpart including above reasons.
          Please note: It is applicant’s responsibility to ensure that he/she meet the
          requirements for the grant of a visa. Submission of any supporting
          documents not listed above is encouraged (e.g applicant’s economic or
          social ties with the Philippines).
          Submission of requirements does not guarantee issuance of visa.
          Validity of Documents is three (3) month from the date of issue (unless otherwise stated.)

      Application Procedure
      Application Procedure is the same as applying “Commercial Visa or “Attend Conference”

VISIT RELATIVES
   Purpose of going to Japan is to visit relatives (parents, sisters,/brothers, or aunts/uncles, nieces/nephews)
   Spouse of a Japanese who wants to live together with husband should have Certificate of Eligibility.
   REQUIREMENTS
   All documents must be original unless otherwise stated.
      1. Philippine Passport (Broken lamination of the photo part is not
          accepted. Must have signature and at least two (2) blank pages.)
      2. Visa Application Form (Available at the Embassy Website or at the
          entrance of the Embassy)
      3. Photo (4.5cm x 4.5cm, white background). Must be pasted on the
          application form
      4. Birth Certificates to prove relationship (*see next page)
      5. Marriage Contract (if the applicant is married)
          1 and 5 must be from NSO Main Office / Serbilis Outlet Center
          (Nationwide) issued within one (1) year
          In case of non-record, you must submit certificate of non-record
          together with the one from the Local Civil Registrar.
      6. Invitation Letter Guarantor in Japan (Must have handwritten signature)

7. Family Registration (Koseki Tohon)
      8. Residence Certificate (7, 8 is only applicable if Guarantor is a Japanese.)
      9. Foreign Registration Certificate from City Hall, Passport Copy (all
          pages) or copy of Foreign Registration Certificate (9, is only
          applicable if Relative in Japan is not Japanese.)
   [If applicant Shoulder All the Expenses]
      1-A. Bank Certificate or Bank Book Copy
      1-B. Income Tax Return (Form 2316) original and photocopy
   EXEMPTON OF [1-A., 1-B.]
      • If the applicant is eligible for Multiple Entry.
         [If Guarantor in Japan Shoulder Any Part of Travel / Living Expenses]
         2-A. Guarantee Letter (Format available at the Embassy Website or at
                the entrance of Embassy.)
         2-B. Income Certificate (from City Hall) or Bank Certificate. (Must come

   EXEMPTION OF [2-B]
      • If the applicant is a parent of Guarantor in Japan
      • If the applicant is a child ( must be 19 years old and below ) of Guarantor in Japan

      documents not listed above is encouraged ( e.g. applicant’s economic or
      social ties with the Philippines, urgent reasons for visit: medical certificate, wedding invitation).

   ADDITIONAL DOCUMENTS

   • Spouse (Family) of a Japanese (Japanese who live in the Philippines
      with a long term visa status) who visit Japan Temporarily
      This requirement list is also applicable for Spouse or Family of a Japanese

who registers “Zairyu Todoke” to the Embassy of Japan in the Philippines.
      If the Japanese spouse is living in Japan, this requirement list is not
      applicable In that case, please prepare documents listed on “Visit Relatives.”
      Spouse of a Japanese who wants to live together with husband in Japan
      should have Certificate of Eligibility.

   Please note: It is applicant’s responsibility to ensure that he/she meet the
   requirements for the grant of a visa. Submission of any supporting
   documents not listed above is encouraged ( e.g. applicant’s economic or
   social ties with the Philippines, urgent reasons for visit: medical certificate,
   wedding invitation).
   Validity of Documents is three (3) months from the date of issue (unless
   otherwise stated).
   In this category, you may be eligible for multiple entry if you can show with
   public documents that you have been married more than 1 year.

   FILING APPLICATION

   directly to the Embassy, application is accepted according to the Ticket

   Weekdays Except for Wednesdays.

   unless there are emergency/humanitarian reasons, or application for different
   purpose.

SPOUSE OF JAPANESE, PERMANENT / LONG TERM RESIDENT
   • Spouse with Certificate of Eligibility
     For the Japanese spouse need to go to Japan for urgent reasons (without
     Certificate of Eligibility), please prepare documents listed on “Visit Relatives.”
REQUIREMENTS
   All documents must be original unless otherwise stated.
   1. Philippine Passport (Broken lamination of the photo part is not
       accepted. Must have signature and at least two (2) blank pages.)
   2. Visa Application Form (Available at the Embassy Website or at the
       entrance of the Embassy)
   3. Photo (4.5cm x 4.5cm, white background). Must be pasted on the
       application form.
   4. Certificate of Eligibility
   5. Copy of Certificate of Eligibility
   6. Birth Certificate of the Applicant (Must be from NSO Main Office /
       Serbilis Outlet Center (Nationwide) issued within one (1) year. In case  of non-record, you must submit certificate of non-record together
       with the from the Local Civil Registrar.)
       Exemption of Birth Certificates - If the applicant has his/her passport (old or
       valid) with a used Japanese Visa
